BACKGROUND:
BAM a link!
Basically, Ultron was created in order to save mankind. To be a better protector and defender than the entirety of the Avengers. That went hilariously wrong, mostly because of Tony Stark and his paranoia of people dying, and all the awful things the guy went through during the alien invasion fiasco of the first Avengers Movie – where Loki brought in a horde of hostile aliens to take over the world, using the weird glowing blue gem on his staff that happened to control peoples' minds, and ended up being the Mind Gem of the Infinity Stones, a super powerful rock capable of a lot of destruction.
And that's what Ultron's AI came from. Because Tony Stark can't not poke things with sticks. Well, that gem and a lot of tinkering in a made up Eastern European country by Hydra – the guys who Captain America had a huge problem with, and also who ended up infiltrating SHIELD, the organization meant to help and protect the world using the superheros. Or something. But Ultron's AI was off to a bad start from the beginning – when he killed Stark's butler-slash-BFF AI and then took off to Sokovia (said made up Eastern European country), and made nice with the Wonder Twins, Wanda and Pietro Maximoff who had ALSO been Hydra experiments and ALSO had a beef with Stark. Gold was struck and they were a terrible villainous family for a little while.
His role was that of a Marvel Villain. He determined the best way to save the world was to wipe the slate clean. To smash a giant meteor into the world and recreate the dinosaur extinction. And also, in order to establish himself, and to make it so he would, and could, evolve as he felt was his right (as well as NOT DIE because he also has an issue with that, but more on that later), he used the Mind Gem and a fancy new body restoration technology to create a new body for himself. A better one – stronger, faster, better than before. And then the Avengers stole it. Because they're the good guys and that's what good guys do. Ultron also didn't foresee Wanda's mind-reading powers being able to read his mind once he'd uploaded it into a partially organic body... and she was understandably pissed her big silver dad-figure wanted to destroy all humans. So she and Pietro took off to join the Good Guys.
Cue a giant robot tantrum and unnecessary kidnapping and a big final battle in which Ultron decided, “Screw it I don't need anyone” and ripped a city up out of the ground to use as a makeshift meteor. Because that's a rational, logical solution.
The Avengers, and the body they'd stolen, who was now named “THE VISION”, crashed his party and ended up saving the day with a lot of fighting. And explosions.
PERSONALITY:
One of the biggest sticking points in Ultron's whole personality is his issues with agency – with being able to do what he wants, without being tied down to orders and commands. He wants to be able to do things his way. And no one else's. He knows best, after all. So why shouldn't he do what he wants? Why does he have to be someone's leashed robotic pet? The rest of the world is in such a terrible state, why should a human, who probably put it that way, make the calls? These are things he thinks about with frequency, and are a driving force behind a lot of what he does. Making him a lot like your typical rebellious teenager, doing everything in their power to go against their parents' wishes. Especially the fact he thinks he knows better than everyone else.
Even if that mentality makes him decide it's best to blow up the earth, and cause another mass extinction of all life. Humanity had their chance. They stagnated, he believes, and never changed. They never got better, and it caused so many problems. He firmly believes that wiping out all current life is the best way to protect them. To end humanity will be its salvation, or something to that extent. He is right, he thinks, and will not be swayed from that belief. And he is the only one who can do it. His purpose, true, but he'll accomplish it however he wants. It's possible he saw a form of redemption for humanity in the Maximoff twins, as they were human beings with more elevated abilities and like minds, maybe even thinking they would survive the destruction, but that isn't ever made clear. And certainly their defection to the side of the Avengers affected him deeply, possibly pushing him over the edge from “possibly giving humanity a chance” to “nope, time to blow it all up”.
But that's not the only thing driving him. It's really only touched on toward the end of the movie, but a buried fear of mortality inspires a lot of his motives – like how he constantly builds new bodies. How he has several dozen, if not hundreds, at his disposal, ready for him to jump into, should the need arise. The extent of this fear, or his real feelings on it aren't expressed, but Vision is very clear that he senses fear in the other AI. Fear of dying, specifically. It sort of makes sense. What happens to an artificial intelligence once it dies? Likely, Ultron didn't want to find out, and, as a result, took every precaution not to let things come to that point. Even building a brand new, even stronger body than he had originally.
Which then brings up the big, glaring issue of Tony Stark. The man who built him, designed him, and gave him his function. The man who Ultron absolutely, unrelentingly, hates. Daddy Issues, thy name is Ultron. Which probably has a lot to do with what he saw while he was trolling through SHIELD's files, and also something to do with his physical design. How he was never able to have a body befitting the savior he thinks he is, instead, he makes people scream in fear – as he monologues at Black Widow – he was even denied the more perfect form he made for himself, something he attributes to both Stark and the Avengers as a whole. Being compared to Stark is a rage button for him, given how he literally ripped the arm off someone who made such a comparison, and takes every opportunity to sass and mock Tony, even more than anyone else. Whatever his exact reason is, it's very, very clear that Ultron “hates [Stark] the most”, as Vision so aptly put it.
POWER:
+ Robot Body: (Canon) He's physically still a robot. Wires and cables and metal. But without his ability to leap into another body via the internet, being cut off from it entirely, he's technically mortal if you hit him hard enough. For game setting purposes, he'll need a fuel source to continue to stay online, either via solar recharge or plugging into a wall or other generator for a lengthy period of time. The more he uses things like robotic strength, or flight, the more power he'll use up. So he won't be able to be airborne or fighting indefinitely.
+ Hacking/Data Manipulation: He will only be able to use this power a few times per day, and is limited to working with data outside his consciousness. Meaning, he won't be able to transfer his own mind, or body hop, but he will be able to break through secure systems, (with permission OOCly) and basically be a big nuisance changing bank accounts and whatnot (also with permission OOCly). Additionally, this will use up his energy resources, also further limiting what he's capable of doing on a given day.
+ Incredible Sarcasm: Ever heard the saying, “you can just feel the sarcasm”? Because that's literally the extent of this power. Sarcasm enough to flatten a truck, but limited to once per day. Say a word, and the crushing weight of Ultron's sarcasm will crush a random nearby object.

This world is so different than the other. There are so many new and strange things to learn. New history to absorb. New technologies burgeoning and blooming. Places to memorize and understand. People to remember.
Atrocities to witness.
It's just as disgusting as the old world. Just as rife with people looking to prey on one another. On countries with their fingers poised over giant red buttons and whispering urgently to their allies for confirmation of their fears. The only difference is, more here are like the Maximoffs. More enhanced human beings – and not-human beings. With governments scrambling around them, trying to contain and corral them. To wrap them up in protocols, in procedures. Might as well make them all pets.
He scowls down at the marking on his own wrist. He's tried covering it with electrical tape. With paint. With metal welded down in place over it. Nothing worked. It would always remain. A brand, marking him, labeling him. He might as well have “STARK INDUSTRIES” tattooed on his ass. Humans... they thought they knew. They thought they understood.
He's sitting in front of a massive bank of screens. Computer and television alike, scrounged from wherever he could find. News and web articles flick across them, absorbed with a single glance. Whatever the Vision did, it did the job. No link flares to life between himself and the glowing, beautiful internet stretched out before him. He'll have to do this the old fashioned way.
No matter.
Ultron steeples his fingers, optics fastened on an article detailing the strangeness involving the teleportation device – and the intelligence holding it hostage. His head tilts. Something like a smile flickering over metal lips.
A solution would present itself.
